Seminar: Moving forward: complementarity of humanitarian and development WASH approaches in protracted crisis
Gemeinsam mit dem Auswärtigem Amt, UNICEF, der Sustainable Sanitation Alliance (SuSanA), dem Eidgenössischen Departement für auswärtige Angelegenheiten der Schweiz veranstaltet das deutsche WASH Netzwerk auf der Weltwasserwoche 2015 das Seminar “Moving forward: complementarity of humanitarian and development WASH approaches in protracted crisis”.
Das Seminar soll zur Verbesserung der Kooperation und Koordination zwischen humanitären WASH Akteuren und entsprechenden Vertretern der Entwicklungszusammenarbeit beitragen. Beide Gruppen leisten zunehmend Hilfe und Unterstützung für WASH im Kontext langandauernder Krisen (z.B. Irak, Jordan oder Chad).
Die Frage, die sich auf Verwaltungsebene und auch vor Ort stellt, ist, wie diese Interventionen ineinander greifen. Stockholm bietet die ideale Plattform für einen kontinuierlichen Dialog zwischen Entwicklungs- und humanitären Akteuren im WASH Bereich. Durch einen solchen Austausch können komparative Vorteile ermittelt und Vernetzungen verbessert werden um eine effektivere, effizientere und besser koordinierte Bereitstellung von WASH-Leistungen zu gewährleisten.
Auf der letzten Weltwasserwoche beschlossen humanitäre WASH Akteure Stockholm als Plattform der Koordination und Diskussion humanitärer WASH Themen zu nutzen. Das Seminar soll auch dazu dienen, humanitäre Schlüsselfragen in Bezug auf WASH zu identifizieren, die in den Prozess des humanitären Weltgipfels einfließen sollen.
Im Bezug auf das übergreifende Thema “Wasser und Entwicklung” steht die Verknüpfung zwischen humanitärer WASH Hilfe und Entwicklungszusammenarbeit im Zentrum des Seminars. Die Inhalte sollen in Form eines interaktiven World Cafés vermittelt und eine Diskussion über die unterschiedlichen Rollen, Prinzipien, Ziele und Einschränkungen beider Hilfstypen angeregt werden. Ein gegenseitiges Verständnis der gesonderten Stellung dieser beiden Unterstützungsarten ist unerlässlich, um angemessene und effektive Verbindungen entlang der Schnittstellen von humanitärer und Entwicklungshilfe zu bestimmen.

Challenges:
1.Complex Systems (Energy, engineering, politics)
2.Lack of vision – the water cycle is perceived as a „collage“ of pieces
3.Mixing of host and refugee/IDP populations
4. Lack of/false skills available with traditional humanitarian actors
Opportunities:
1.Build on existing systems instead of developing parallel structures
2.Recycling blue blood to red blood is easier in a city (nutrients/energy)
3. High density of people means more beneficiaries and low costs per capita
4. Enlarge the pool of expert to include qualified staff from water utilities
With reference to the Middle East, injecting large amounts of money in O&M of existing water and sewage networks could put a huge strain on the sector, but it is also a unique opportunity for local water utilities to boost their competences, improve quality and expand geographical coverage of services they provide.

1. Donor flexibility beyond the humanitarian-development divide, importance of needs and context assessment.
